Industry Experience

Patrick is one of the very few system specialists who possesses in-depth knowledge and extensive hands-on experience across WSQ, MOM, MOE and ISO 29990 / 29993 quality processes installation.

In 2009, after MOE constituted the Council For Private Education (CPE) under the Private Education Act (Act), he, as an independent consultant, immediately went to work with Private Education Institutions (PEIs) to fulfill their ERF and Edutrust requirements.

Since 2012 he has assisted MOM’s ATPs who were seeking ATO status secured their OA and CA; set up their WSQ CIR system; carried out internal audits; and handled their Call-For-Proposals.

In 2014, when MOM replaced its ATP scheme with the SAC Accreditation Scheme, Patrick assisted dozens of ATPs and ATOs who were conducting MOM courses, to implement the new ISO 29990 standard and integrated* them with their existing processes.

And presently, Patrick is actively assisting LSPs transiting to the SSG (WSQ) Frameworks to install and/or integrate the ISO 29993:2017 with their existing quality systems.

With an appreciation of real-life challenges in quality assurance facing ATOs, ATPs and PEIs, Patrick continues to work closely with regulatory and certification bodies to help education and training organisations in addressing all compliance issues with a “hands-on” and personalised approach.

As the principal consultant at BullRun~Consult, his present scope of work includes the integration of ISO 29993, WSQ CIR and Edutrust standards for ATOs, ATPs and PEIs; and the below-mentioned areas.

Proven Expertise

Patrick’s successes in the recent past included assisting suspended training organisations (ATOs/LSPs) to clear their renewal audits and regain their accreditation status through addressing AFIs effectively; setting up their compliant system; carrying out internal audits; preparation of presentation and evidence to QA auditors; develop Call-for-Proposals (CFP); preparing documentation and write-ups for accreditation/certification applications; developing SOP Manual; course accreditation submission; providing advice on all QA process and evidence matters; and integration of QA standards.

His personal list of clients includes new PEIs and training start-ups, organisations with fewer than 10 persons as well as large and established ATOs and PEI chains (clients may request for a list).

*(Patrick is recognised as the developer of the BullRun~Consult’s Learning Services Integrated Management model (LSIMS). The  2014 model, which combines the ISO 29990 Standard and the WSQ CIR processes, is now adopted by a number of learning organisations, including CET centres and large PEIs throughout Singapore (with foresight, this integrated system combined the requirements of the ISO 29993:2017 Standard). The LSIMS, which is customised for each client, has many advantages (see the benefits here) and will continue to be updated as changes to SSG policies and client requirements evolve.)

Prior Industry Experience

Patrick’s involvement in the education and training field began in the early part of 2,000 when he headed the development of Singapore’s first e-learning portal, a $4ml IDA startup JV, as VP.

He later became publisher of two other startups where his focus was on educating industries on the latest in internet technologies and dynamic content delivery.

Prior to 2,000, as Senior Director of a leading American digital consulting company,  he was responsible for the regional online launches of IBM’s and General Electric’s supply chain platforms. 

Patrick taught Entrepreneurship at the ERC Institute as an adjunct faculty member.


Patrick is trained in Business System Analysis (Canada), WSQ CIR Masterclass, as well as Leadership in Education and Learning from the Harvard Graduate School of Education; and Leading Learning for 21st Century Skills from the University of Michigan.

He possesses a professional degree in business (UK) and a post-graduate qualification in strategic marketing (UK). He is a UK-certified Chartered Marketer and a certified Google Analytics Expert.

Patrick brings to his projects an understanding of the depth and breath of the education and training business; together with an accomplished problem-solving competency acquired from multiple disciplines – quality assurance, business, technology and entrepreneurship.
